Senecio decaryi, commonly known as Yellow Puffs. This is a lush, silvery-green succulent and is another shrub answer to drought conscience gardens, growing 3-4 ft tall by 4 ft wide. Displays clusters of button-like yellow-gold puffs of flowers in Spring. Water-wise, bug resistant and cold tolerant.
I'm a backyard gardener with other succulents available as well.
